In 2011, EF released a survey of English proficiency that showed Thailand dropped from 42nd to 89th to present, and found that Thailand's English score was the lowest in ASEAN. The Netherlands occupies no.1, followed by the highest English-speaking countries. Meanwhile, Thailand has low scores in 100 countries from around the world, ranked 20th out of 24 countries in Asia and among the world's most low-english-speaking countries. There are many factors that affect English teaching in Thailand. In my opinion, I think that's why Thai English skills fell into the rankings in 2011.
